Two separate attacks by suspected al-Qaeda-linked militants in restive northeastern Mali Thursday killed 64 people including dozens of civilians, the country's transitional government said.

Mikel Arteta has stood by his VAR outburst following Arsenal’s loss at Newcastle on Saturday and insists he will continue to “talk loudly” until he believes the situation improves. Speaking after the defeat, Arteta said it was “embarrassing” and a “disgrace” that the goal stood – while Arsenal issued a statement on Sunday in support of their manager’s forthright views. Asked on Tuesday if he would have done anything differently, the Spaniard replied: “It is my duty to stand in front of you, to stand in front of the cameras, and give a very clear and honest assessment of what happened in the game. “And this is what I did, reflect very openly on how I felt that the team played and how the game was conditioned by this results with the decisions that were made. It is the duty. “My duty is to be defending my players, supporting my players, supporting my club, defending my people in the best possibly way and this is what I am going to time after time. We have to talk loudly. If you have a problem and you put it in your draw, the problem is in the draw and it’s going to stink at some point Arsenal boss Mikel Arteta “I do it, not the way I feel, (but) with the evidence and being as clear as possible. And I always do it, when we play real I need to say it, when we have lost, to take my responsibility, the first one is me to do it. It is the way that I am and I have to defend my club.” Arteta suggested it is the duty of managers to discuss VAR and the issues it is currently presenting within the game. “If you guys and everyone watching football are there, we have to give our opinion in an honest way and clear,” he added. “Don’t talk about other things. Be very clear and respectful, but clear and honest and value what we have. “Errors are part of evolution. The trajectory is never going to be like this (gestures straight up), there are always going to bumps in the road and these things are necessary to improve the game in the right way. “But we have to talk loudly. If you have a problem and you put it in your draw, the problem is in the draw and it’s going to stink at some point. If you have a problem, let’s talk about it, try to improve it. That’s what we are trying to do. Nothing else.” Arsenal’s statement claimed “yet more unacceptable refereeing and VAR errors” occurred during the loss at Newcastle as the club “wholeheartedly supports” Arteta’s comments, stating players, coaches and supporters “deserve better”. The statement has been criticised in some quarters with Sky Sports pundit Gary Neville labelling it “dangerous”. Arteta, though, believes it does not legitimise those who abuse referees for perceived poor decision-making against the club. “No, the support we have given to everybody is not going to change. I will be in meetings trying to reinforce that,” he said. “This is not the topic. Everyone wants the same thing, but we have to understand that we (managers) have to be there. “We have a duty to express how we feel with all the evidence we have and the history of what happened. “We have to stand for our people, our values and who we are. When the club has done it, it’s been in very specific moments for the right reasons. “It shows the unity and understanding that is within the club to position ourselves in a really clear and honest way. Vladimir Putin arrived in Beijing on Tuesday for a rare trip abroad to join ally China in marking the 10th anniversary of an international cooperation forum. The two-day visit is only his second known trip abroad since the Hague-based International Criminal Court (ICC) issued an arrest warrant for the Russian leader in March over Ukraine war crime allegations. The Russian president and his Chinese counterpart Xi Jinping are holding talks to bolster their shared trade and security amid Western sanctions against Moscow over Mr Putin’s invasion of Ukraine. Several other world leaders also arrived in Beijing for the Belt and Road Initiative (BRI) forum championed by Mr Xi, including Vietnam’s president Vo Van Thuong, but Mr Putin is being heralded as the talks’ chief guest. The Russian presidential entourage was greeted by Chinese commerce minister Wang Wentao after Mr Putin’s plane touched down at the Beijing Capital International Airport on Tuesday. Beijing has supported Russia in rejecting resolutions on Ukraine in the United Nations Security Council, part of Western efforts to isolate Russia over the war. China has rejected Western criticism of its close partnership with Russia in spite of the war in Ukraine, which entered its 600th day on Monday. Mr Putin is expected to hold bilateral meetings with his counterparts from Vietnam, Thailand, Mongolia and Laos on Tuesday and attend the forum’s official opening reception hosted by Mr Xi, Tass news agency reported. On Wednesday, he will address the forum after Mr Xi as the chief guest and will meet the Chinese president for talks after. Before embarking on the trip, Mr Putin said in an interview with CCTV that he had met with Xi more than 40 times so far and the two have “many fond memories”. He praised China’s ambitious BRI project and said contrary to the West’s perception, Beijing was seeking cooperation and not to “put someone under its thumb”. China launched its signature BRI project in 2013 and funded $900bn in infrastructure and other projects to connect Asia with Africa and Europe through overland and maritime routes. The project has since faced many challenges, including concerns about debt sustainability and the impact of China’s economic slowdown. Mr Putin said his meeting with Mr Xi would encompass talks on Belt and Road-related projects, which he said Moscow wanted to link with efforts by an economic alliance of ex-Soviet Union nations mostly located in Central Asia to “achieve common development goal”. This is his second visit outside Russia after his visit to Kyrgyzstan, a former Soviet republic, earlier this month. The ICC accused Mr Putin of committing a war crime by “illegally deporting children from Ukraine”. The ICC obliges the court’s 123 member states to arrest Mr Putin and transfer him to The Hague for trial if he sets foot on their territory. The Kremlin leader last visited China for the Beijing Winter Olympics in February 2022 when Mr Xi declared a “no-limits" partnership with Russia. Mr Xi met Mr Putin in March during a three-day trip to Moscow amid the Pentagon’s fears of Beijing’s potential military cooperation between the two countries for supplying weapons to be used in Ukraine. They greeted one another as “dear friend” when they met in the Kremlin, and held informal talks for over four hours. Perhaps it was the most successful unsuccessful season ever. Kalvin Phillips has ended his first year at Manchester City with a historic haul of medals. Yet his three trophies outnumbered his two league starts. In all competitions, he only began four games, City lost two of them and the first of those defeats – to Nathan Jones’ Southampton – ended up costing them the quadruple. A year like no other at least ended on a personal high, Phillips scoring his first England goal in the 7-0 thrashing of North Macedonia. Then he reflected: “I came to Manchester City to win trophies and we won the trophies but I didn’t play as much as I wanted to do.” If the last part is an understatement, it has only stiffened his resolve. Phillips is adamant he does not want to quit City. To walk away now, he believes, would be to admit defeat. He could attract interest – maybe from Newcastle or West Ham – but he hopes to sit out the summer transfer market. “My intention is to stay there,” he said. “We have just won the treble, so there is no reason for me to leave other than if I am not playing. I will obviously have to think about it. I cannot give it 12 months and say, ‘I am not playing so I am going to leave’. As you have seen with many players at City, it can take quite a while to cement yourself into the team.” The decision is not just his. Pep Guardiola made it public that Phillips came back from the World Cup overweight. While the former Leeds man was understudying one of the world’s best defensive midfielders, in Rodri, it was damning that Guardiola also preferred Ilkay Gundogan in the holding role. Some of Phillips’ cameos were so brief – his last four substitute appearances in the Premier League lasted a grand total of 17 minutes – to suggest he was not trusted. City’s £42 million outlay to Leeds bought them an expensive fringe player. “I will definitely speak to Pep,” Phillips said. “I don’t know whether it will be in the summer because everyone enjoys their downtime and everyone wants their space away from football so I’ll probably leave it until I go back for pre-season.” Guardiola can exile some players but persevere with others. City have their own version of second-season syndrome, where players improve after a year to get used to his methods and tactics. Rodri is a case in point; so are Bernardo Silva and Jack Grealish. Nathan Ake’s breakthrough year was his third. Phillips has been consulting some of those who did not enjoy an immediate impact. “I just know how difficult it is to understand the way Pep wants to play and how quickly you need to adapt to play in his system,” he said. “I spoke to quite a few of the players about it. Nathan Ake being one, Jack [another]. They all said the same, they all said the first 12 months were the hardest of their City careers but after that it… it doesn’t become easy, but easier.” A fundamental difference is that, without necessarily flourishing, Phillips’ predecessors featured far more in their debut campaigns than he has; each commanded more of their manager’s faith. Guardiola’s history as a holding midfielder adds intrigue: there are some he feels are naturals for his demands – like Sergio Busquets and Philipp Lahm – and others, such as Rodri, who are grooved into the role. Phillips’ time under Marcelo Bielsa, one of Guardiola’s managerial heroes, was expected to stand him in good stead. Instead, he has required another vast learning curve. “I am on the brink of almost getting it,” he said. “Obviously there is a little bit of work in pre-season and hopefully [I will] be alright.” His has been an ill-fated first year in one respect – sidelined at the end of his Leeds career with a hamstring problem, then requiring shoulder surgery when he went to City – and a fortunate one in another, with three medals from minimal contributions. If staying at City comes with some risks, particularly to his place in Gareth Southgate’s plans, leaving may seem like giving up.
